The 27-year-old right-back joins from the Belgian side on a contract until 2027, with the option for a further year, and is Palace's first senior signing of the January 2024 transfer window.
"It's a pleasure for me to be here at such a historic club, such a big club as Crystal Palace," he told the club's official website. "I'm very excited, very happy, and I can't wait to be on the pitch. It's a dream come true."
Munoz departs Genk with an impressive record of 19 goals and 20 assists from 148 matches in all competitions.
This season he has seven goals and two assists, and has played two times in the UEFA Champions League.
Munoz made his international debut for Colombia in 2021, and has earned 23 caps in total so far.
Palace's next Premier League match is at home to Sheffield United at 20:00 GMT today. If he is not registered in time for that match, Munoz could make his debut when Palace travel to Brighton & Hove Albion on Saturday 3 February.
