Palace forward Christian Benteke’s shot was headed off the line in a goalless first half but Wilfried Zaha broke the deadlock after the break, chesting down Yohan Cabaye’s crossfield pass and firing home.
Six minutes from time, Townsend won the ball on the edge of his own box and raced upfield before scoring with a deflected strike.
Palace’s second successive top-flight triumph takes them three points above Middlesbrough in 17th, while West Brom remain eighth.
