Jerome Opoku put the visitors ahead on 32 minutes before the Cottagers' Magnus Norman was sent off in first-half stoppage time.
Connelly's close-range finish on 89 minutes earned Sunderland a third successive Division 2 draw, which nonetheless keeps them bottom, with 12 points.
Fulham are 10th on 19 points.
