Improve clarity of threshold for VAR intervention

-Maintain high threshold for intervention
-The ‘Referee’s Call’ will stand unless, in the opinion of the VAR, based upon the evidence readily available, that call is a ‘clear and obvious error’

Reduce delays to the game

-Semi-Automated Offside Technology (SAOT) anticipated to reduce offside check delays by 31 secs on average
-SAOT will build confidence in system
-Reaffirmation of high threshold for intervention  in line with clarified definition  

Improve fan experience

-More replays and information to be shown on Big Screens
-Continued plans to lobby IFAB to extend flexibility to broadcast live video/audio

Improve VAR training and consistency

-Robust training curriculum
-Emphasis on speed of process while preserving 
accuracy
-Recruit and develop pool of specialist VARs

Improve transparency and communication further

-More proactive strategy for in-match communications 
on VAR interventions - @PLMatch Centre
-Align communication to new ‘Referee’s Call’ terminology
-Evolve ‘Match Officials Mic’d Up’
