Fabio Borini struck straight at Michel Vorm, starting in place of the ill Hugo Lloris, in Sunderland's best opening, while Danny Rose hobbled off through injury.
Dele Alli's poked effort was deflected over the bar after the break but a point was enough to put Spurs above Arsenal on goal difference, as they lost to Watford. Sunderland are 19th.
