"I’m excited to get started and it feels great to sign," Palmer told the club's official website.
"I’ve joined Chelsea because the project here sounds good and because of the platform I will have to try to showcase my talents. It is a young and hungry squad and, hopefully, we can do something special here."
“Cole arrives with experience of winning the Premier League and Champions League and adds further quality and versatility to our attacking unit," co-sporting directors Laurence Stewart and Paul Winstanley said.
“He has showcased his talent and potential in the most challenging environments and delivered on the international stage for England this summer at the European Under-21 Championships. He is undoubtedly ready for this next step and we are delighted it will be with Chelsea.”
A lifelong Man City fan, Palmer joined the club's under-8 youth set-up and after breaking into the first team as a teenager, he made his Premier League debut aged 19 in a 5-0 win over Norwich City in August 2021.

He began the 2023/24 season by scoring in the FA Community Shield against Arsenal and then headed in the equaliser, as City went on to win the UEFA Super Cup against Sevilla on penalties.
Palmer, who will wear the No 20 shirt, was also part of the England squad that won the UEFA European Under-21 Championship earlier this summer.
Palmer leaves his boyhood club having made 44 appearances in all competitions, 19 of those coming in the Premier League.
Chelsea's next match is at home to Nottingham Forest on Saturday.
