Rice headed in the decisive goal in the seventh minute of added time at Kenilworth Road to put the Gunners five points clear at the top of the table.
Having already scored an important goal at Stamford Bridge and a late winner against Manchester United earlier this season, Arteta praised the impact Rice has already made on his side.
"Yeah, [he's scored] three. He has one more to go, so it will happen. I don't know when but it'll happen," said Arteta in his post-match press conference.
"He had an incredible game; the leadership, the quality that he's showing every week and every game, he's getting better and better and then he had this capacity when he goes in the opponent's box, he's got that smell and ability to put the ball in the back of the net."
Arteta also spoke about the feeling of winning late on, something his side have done several times since the start of last season.
"I really enjoyed [it], especially the end," he added.
"The incredible thing about football, the emotions and the moments that you live together with a lot of people. It was a special night.
"The resilience, the character and quality that the team showed, and how much we wanted it, it was great."
