In a match of few chances, Barlow provided the decisive moment of quality with 19 minutes remaining at Norwich's Colney training centre.
Anthony Spyrou missed a chance to equalise when he fired over inside the box, and seven minutes later the forward was sent off for a second bookable offence.
Man Utd recorded their fourth victory from seven matches, having drawn the other three, while Norwich suffered a third defeat.
