Southampton went ahead in the fourth minute when Che Adams struck his second goal in three matches with a shot off the post.
Norwich equalised three minutes later through Teemu Pukki’s header from a Max Aarons cross.
The visitors went close to regaining their lead but James Ward-Prowse's drilled shot was denied by Tim Krul and the Norwich goalkeeper also thwarted Adams before half-time with a superb low save.
Norwich improved after the break with Milot Rashica's shot drawing a smart save from Alex McCarthy.
And with 11 minutes remaining Hanley, on his 30th birthday, headed in Billy Gilmour's corner to move Norwich on to eight points and up to 19th place in the table.
