Earlier in the day, West Ham confirmed he was departing for a British record transfer fee, with Rice penning an emotional open letter to fans.
The midfielder joins on a long-term contract and becomes Arsenal's third summer signing, after Kai Havertz and Jurrien Timber.
'I'm feeling at home'
"First of all I just want to say a massive thank you to all the Arsenal fans for the support so far," Rice said.
"It’s been overwhelming - there’s been a lot going on, a lot of speculation for months. Today I’ve had my first day and I’m feeling really at home."

Rice moves to Arsenal after 10 years at West Ham, whom he joined in 2014, aged 14, after eight years in Chelsea's Academy.
Now 24, Rice has made 204 Premier League appearances, developing into one of the best central midfielders in the competition.
Last season he played 64 times for club and country, scoring six goals and captaining West Ham to their first major trophy for 43 years, as they beat Fiorentina in the UEFA Europa Conference League final.
In the Premier League, he played 37 times and ended the campaign with the most interceptions of any player, 63, while also winning possession 334 times, a competition-high.
At international level he has been capped 43 times by England and was part of Gareth Southgate’s squad that reached the UEFA Euro 2020 final.
Rice will wear the No 41 shirt for Arsenal and could make his first appearance for the club on their pre-season tour of the United States. They are next in action on 19 July against MLS All-Stars.
The Gunners begin their Premier League campaign at home to Nottingham Forest on Saturday 12 August.
