The 18-year-old, who was also nominated for the August award, has been at Spurs since the age of eight, and has represented the club at each youth level.
He has produced eight assists and scored four times in eight PL2 matches this season - all victories - to take Spurs seven points clear of West Ham United at the top of the table. He was chosen as the winner from an eight-player shortlist.

Donley's fine form continued on Wednesday when he provided an assist for Will Lankshear in the Under-21s' 4-1 EFL Trophy defeat at Cambridge United.
"The team’s been doing as well, so that helps me," Donley told Spurs TV. "That comes with having good players around me. I’ve probably assisted all of Will Lankshear’s goals, so it’s his clever movement, knowing the ability I have and the movement he has.
"It's also the players who are passing the ball to me. They’ve all played a part in it, giving me the ball, giving me the opportunity."

Donley earned a spot in the first-team squad in September, getting a place on the bench for Spurs' 2-1 home win over Liverpool.
“I earned the opportunity from playing in the [Under-23s]," said Donley. "Wayne [Burnett, Under-23s manager] speaks a lot about that being the ultimate goal. That’s what his job is, to create players for the first team.
"If I get an opportunity I’ll be ready, just making sure I’m doing everything to the best of my ability."
