Emerson spurned a great chance to put Chelsea ahead after the break, heading Cesar Azpilicueta's cross straight at Ramsdale.
With six minutes remaining, Gosling put the Cherries ahead when he looped the ball over Kepa Arrizabalaga, for a goal that was initially flagged for offside but was allowed to stand following a VAR review.
A second successive loss leaves Chelsea in fourth on 29 points, while AFC Bournemouth, who had lost their previous five matches, are up to 14th with 19 points.
