"I'm absolutely delighted to sign for Spurs and can't wait to get going," Johnson told the club's official website.
Johnson, whose father David also played for Forest, joined the club as an eight-year-old and progressed through the Academy.
He enjoyed a successful loan spell at Lincoln City before returning to the City Ground, where his combined total of 25 goals and assists helped Forest win promotion to the Premier League via the playoffs in 2021/22.
